How are medical services provided to foreign citizens paid for?

Medical assistance in an emergency form in case of sudden acute diseases, conditions, exacerbation of chronic diseases that pose a threat to the life of the patient is provided to foreign citizens free of charge.
Foreign citizens who have a mandatory medical insurance policy of one of the Russian insurance companies, in accordance with the Russian Federal law "On State Compulsory Medical Insurance in the Russian Federation", have the right to free medical care in emergency and planned form within the framework of the mandatory medical insurance program.

In other cases, a foreign citizen can receive medical care in City Clinical Hospital named after S.I. Spasokukockij on a paid basis:

As an individual – on the basis of a contract for the provision of paid medical services concluded between a foreign citizen and a clinic in the department of paid medical services; in this case, the patient pays for medical services independently.
As a client of an insurance company in the presence of a voluntary health insurance policy concluded with an insurance company — a partner of the clinic. The actual provision of medical services is carried out only if there is the guarantee letter from the insurance company.

As an employee of a legal entity or if a legal entity is ready to pay for treatment of this citizen-under a contract concluded between the legal entity-employer or another legal entity that is willing to enter into a contract with the clinic and pay for the treatment.

The actual provision of paid medical services is carried out under the terms of the contract (if there is a list of services in the contract), or if there is a letter of guarantee from the legal entity.

Paid medical services to foreign citizens are rendered according to the price list developed in compliance with Moscow Healthcare Department Regulatory and Legal Acts.

Planned medical services are provided on the condition that a foreign citizen provides written guarantees of the actual cost of medical services or prepay for medical services
based on the expected volume of provision of these services, as well as the necessary medical documents (an extract from the medical history, data from clinical, radiological, laboratory and other studies), if available.

Patient should send the patient's medical documentation to the following email address: ovd-gkb50@yandex.ru to resolve the issue of consultation, examination or hospitalization, as well as the possibility and type of surgical treatment on a paid basis.

The medical documentation is transmitted to the specialized doctor and, based on the results of his analysis, the patient is sent information about the necessary treatment, examination and the estimated cost of hospitalization.
After the completion of the treatment of a foreign citizen, an extract from the medical documentation is sent to his address or to the address of a legal entity or individual representing the interests of a foreign citizen, in agreement with the said citizen, indicating the period of medical care provided in a medical organization, as well as the measures taken for prevention, diagnosis, treatment and medical rehabilitation.

The invoices for actually rendered medical assistance are sent by the medical organization (CCH 52) within 10 days after the end of treatment to the address of a foreign citizen or a legal entity or an individual representing the interests of a foreign citizen, unless otherwise stated by the contract in accordance with which it was provided (except for medical care under the policy of the Compulsory Medical Insurance of the Russian Federation).

Medical documents sent from the Russian Federation to another state are written in the Russian Language.
